ACT 520 (AMENDMENT 2011): CERTIFICATION OF STANDARDS COMPLIANCE FOR BUILDING MATERIALS ENFORCED ON 1 DECEMBER



Kuala Lumpur, 26 November: Beginning 1 December, only building materials which have received the Certification of Standards Compliance can be used in construction projects. The six-month grace period provided under the Act 520 (amendment 2011) which has been approved for implementation by the Minister of Works Dato’ Sri Haji Fadillah Yusof on 1 June 2015, will end on November 30, 2015.

There are 18 affected building materials listed under The Fourth Schedule Subsection 33 C (1) in the Act as below:

1. Sanitary wares (ceramic)
2. Ceramic tiles
3. Steel frame scaffolding
4. Vitrified clay pipes and fitting and pipe joints for drains and sewers
5. Cold reduced mild steel wire for reinforcement of concrete
6. Steel welded fabric for reinforcement of concrete
7. Portland cement
8. Hydraulic Cement
9. Hot rolled steel bars for reinforcement of concrete
10. Prefabricated timber roof truss system
11. Hot rolled non alloy structural steel sections
12. Precast concrete pile for foundation
13. Steel wire ropes for lifts
14. Specification for steel frame scaffolding
15. Iron and steel products
16. Insulation materials
17. Float glass
18. Modular Coordination in Building

CIDB Senior General Manager of Operations Sector Megat Kamil Azmi bin Megat Rus Kamarani said that under the amended Act, anybody who is found guilty of dealing with building materials which have not received the standards certification, can be fined not less than RM10,000 and not more than RM500,000.

”All contractors, distributors and manufacturers are reminded to ensure that the building materials they use comply with the specified standards,” he said.

He said, the Act 520 was amended to ensure that only building materials which meets the specified standards are used in construction projects. This will prevent any safety risks to construction personnels and the public from the usage of low quality materials. The enforcement of this Act will also enable the identification of certified building materials through standardized marking.
